Under the Australian Law, all masters operating a powered recreational vessel on waters require a marine licence each location has slightly different rules so please check this out for you location.
MARINE LICENCE
In South Australia you get the SA Boat Operators Licence and this includes PWC.
In Victoria and New South Wales, the marine licence comes in 2 forms:

Allows you to operate recreational vessels for recreational purposes throughout Victorian and NSW waters.
Cannot operate a PWC (unless also have the PWC endorsement)
If you have your restricted marine licence, when you turn 16:
- you’ll get a full marine licence using the same card
